U.S. Citizens 

You are a U.S. citizen if:

  1. You were born in the United States or certain U.S. territories
  2. You were born abroad to parents who are U.S. citizens
  3.  You have obtained citizenship status through naturalization

Non-U.S. Citizens

You are non-U.S. citizen if:

  1. You are a U.S. national (includes natives of American Samoa or Swains Island)
  2. You are a U.S. permanent resident (who has an I-151, I-551 or I-551C [Permanent Resident Card])
  3. You are an individual who has an Arrival-Departure Record (I-94) from U.S. citizen and Immigration Services (USCIS) showing an eligible status
